Legal Advocates Give San Francisco Low Marks for Penalizing Homeless People

A national homeless advocacy organization says San Francisco continues to make criminals of its homeless population. A report by the National Law Center on Homelessness & Poverty says the city still takes punitive measures on behaviors related to a lack of housing, and the Coalition on Homelessness gives San Francisco a “D” for its policing efforts.
